He's not illiterate. He just has a low literacy level. Probably at the age of an eight year old. He may have been able to read the newspaper.

Then whenever Lloyd was reading the newspaper headline about the white owls and he can't pronounce "the" so Harry does it for him? They're NOT illiterate!!
