When the president gives Sydney roses after the State of the union speech he says that he got them from his rose garden. The state of the union is in January and no roses would have been in bloom then.
Actually the president can give a "State of the union" address anytime he feels like it . Clinton did them once a month when he was first elected

It may be possible to give a State of the Union address at anytime, but the common on is in January, and the movie clearly says that it is in January.
