When Dave and the first lady are "running away" they get pulled over by a police officer for turning where there is a posted: no left turns sign. When the door of the car opens you can see the seatbelt hook travel along the edge of the car door. Later in the movie, when they are returning to the white house, the seat belt has magically appeared, and Dave has it strapped on.
