In the scene when baby Kerman is outside the office with Valiant. Baby gets a paper out of his pram. It is folded into four. When Valiant takes it inside and puts it on his desk the fold is that of a paper folded in only two.
I think what he means is that there was only one fold in the paper where as if it had been folded into four there would have still been a crease in the pages.
