Although I agree this is a slip-up, it isn't if you take it in a different context. "Great" also means "big" and "important", and the death of Charles de Gaulle was rather important to France. Still, it is a slip-up, if only because it was stupid to risk it being taken in this context, rather than the more popular great-meaning-really-good context, and creating a diplomatic problem.
