When Biff shows Marty the Almanac in 1985 and tells him where and when he obtained it, it still has the Dust Cover on. However, when they go back to 1955, the natural progression of events details the removal of the Dust Cover by Biff and confiscation By Mr Strickland.
And somehow it's not possible that in the intervening 30 years Biff (especially with all his financial resources) couldn't have gotten a new dust cover for it? Wouldn't it make sense that he would do so in order to protect & preserve it?
