Pokemon - What's Cold Beam?

In Pokemon Episode 256, Lapras of Luxury, after Team Rocket catches all the Lapras, Ash tells his Lapras to use Cold Beam. When Lapras attacks, it is clearly an Ice Beam. Whats up with that?
