When the president first arrives at Area 51, he is greeted by a general. Later in the movie as the president is walking through the planes to the microphone, he asks the major for the mike. It is the same character.
He is always a Major. When they arrive at Area 51 Major Mitchell says "Mr. President...General" he is acknowleding the General Grey. No one is calling him General.
