if you notice that in san andreas the introduction by rockstar which comes with the soundtrack

cj is in liberty city before he goes back to san andreas it shows him stealing a car outside a club called sex club 7 which was in the early 90s sometime and then you can see that in gta liberty city stories based in 1999 the club is a diffrent name and not even owned by luigi until later
