Star Trek: Deep Space Nine - Does the Alliance Have a Cloaking Device or Not?

In the episode "Through the looking glass", Sisko and Smiley are stopped by Alliance ships that de-cloak in front of them.

In the episode "The emperor's new cloak", the mirror Ezri gets Rom and Quark to steal a cloaking device, because the Alliance doesn't have one.
