That 70's Show! - Boarding School?
I can't tell you exactly which episode this took place in, but it was definitely one of the first, if not THE first episode. I don't remember exact details, as I have only seen this episode once, but Eric and Donna are in Donna's backyard, and Donna's little 12-14 year old sister comes outside and talks to her. Since when does "Donna, the only child" have a sister?

Yes. I noticed that too. There was no mention of her after that episode. When FEZ meets for the first time that he go out with her, they all respond she's only 14 (?) and not allowed in the U.S.

There was an episode where Donna was a "big sister" (not biological, but through a program like Big Brothers). Are you sure you're not thinking of that episode?

I think they wrote the younger-sister character, Tina, with plans for a few minor story lines, but then scrapped it after that one episode. They make reference to it in another episode where Red starts watching Soap Operas with Midge. The episode wraps up with a campy "What will happen on next week's episode?"-style clip in which the narrator voice says "Whatever happened to Midge's daughter Tina?" or something like that.
