Final destination 2 - Flaw in Death's Plan?

The whole movie has been about deaths plan so people get killed in order unless saved...in which case they are skipped.

At the end the main character is saved from getting hit by the bus by clear's intervention.

Then carter gets killed by the sign saving the main character...which makes sense becasue he was next after skipping the main character.

HOWEVER it skips clear...it was logically her turn next and kills the main character.

You might consider this an inconsistancy between sequels...but it's pretty major so I believe it should be included anyways.

But, you must also consider what Clear said in FD 2 "Alex and I didn't cheat just just once, but dozens of times", with this comment you must take into consideration that it is possible that in the gap between movies 1 & 2, Clear may have been skipped as well.
