At the beginning of the movie when Ray Ramono goes to see his girlfriend, where the dog is giving birth to the puppies, a few seconds after you see the NEWBORN puppies, they start opening their eyes. Most newborn puppies don't open their eyes until they are at least a few weeks old, and these ones shouldn't have been any different.
