Lord of The Rings: Fellowship of The Ring - Hobbit-Sized Rivendell

After Weathertop,when Frodo wakes up in Rivendell and starts walking around the balcony, the railing is up to the Hobbits waist. Unless Elrond made a special Hobbit-sized section of his house, I think the railing would go up about to his knees.
