During the debates against John Kerry, Bush said "We are not going to get oil from foreign countries". Then he said we're going to get it from Mexico. I believe that Mexico is still foreign.
Is it possible that with "foreign countries" he meant countries not being part of NAFTA? For the US, getting oil from a country part to that agreement is less expensive than getting it from a country which is not... so perhaps he just wanted to say they were going to buy oil at good prices.
