Shrapnel is placed in all explosive devices; grenades, mines etc. So these people at the end of Bad Boys 2 would have been torn to pieces, seeing as how they were standing all but 10 feet away from exploding mines.
They would not have been torn to bits, but they would have had a major problem hearing the next day. Mines don't always cause damage to people standing close by. Different mines buried in different places would cause different types of explosions and different types of debris. Consult your local Army Barracks; they often train their soldiers to tell the difference.
Obviously your not military and would know nothing about it but mines are advanced and as the other person said they would have had a hard time hearing but wouldn't have been shredded to bits. That type of mine doesn't cause that type of damage!
