After Marion appears to be killed in the truck explosion, Indy is sitting in a bar drinking. Then 2 german guys take him to talk to Belloq, and they both are drinking. Now I'm not sure if this was true at the time, but Alcohol consumption is strictly forbidden in Muslim Communities.

Actually, this is a good one. Egypt, in 1938, was occupied by the British, who conquered Egypt during the Napoleonic Wars. (I have always wondered what the Germans were doing there, and can only assume it was artistic license.) The British, I believe, honored the local customs and religous laws, having learned their lesson on that in India. So, I think Islamic laws would be in effect during the time of this story, and the drinking of alcohol would be forbidden.
I need to amend my previous comment. I have since learned that Britain did not occupy Egypt until the 1880's. However, Egypt was always a pretty secular society; alcohol was always available at tourist hotels, for instance.
Very easy to say why the Germans were there, in fact you said it yourself. It is 1938 and Germany was not at war with England (or anyplace but Poland for that matter)and could still be found just about anyplace. You must keep in mind that it is only in hindsight and knowledge of events that came later that the Germans (well not Germans really but Natzis) became the symble of evil that we think of today.
It is true that Muslims are not allowed to drink alcohol. But I work with a man who worked in the middle east. And Muslims have no problem serving alcohol to "infidels" (read as non-Muslims). The price for said alcohol is very high.
At the time of the film, Egypt was under British control. Though a more or less a separate county, Britain still had immense influence over Egypt. The main reason for this was the Suez canal. The reason Britain got involved in a North African war in WW2 was down to Mussolini threatening Egypt and thus the Suez Canal. Alcohol was freely served to foreigners as well as troops.

Great Britain Did infact declare war on Germany, and, (according to Brits) were fighting them. However, Poles got the Enigma machine in "38, cracked it, and gave copies of it to Brits and the French.
