In the episode where Joey gets Phoebe a job as an extra (nurse, waitress) he finally agrees that she should be fired, but security will be needed. As security are chasing her around the restaurant set she runs past an extra posing as a diner. This extra can clearly be seen laughing her head off.
The scene has obviously got to be shot again coz Phoebe is running around the set. So as a an extra you would either be thinkin "Man this girl is wierd" or laughing your head off. So maybe she was just an extra playing the part of an extra and laughing at Phoebe.
