Near the end of the movie, during the firefight at the stadium, Franklin's friend Aaron and one of his bodyguards are shown sitting in the bleachers with an AT-4 rocket launcher.
Aaron uses the AT-4 to blow up a set of lights, dropping them on the bad guy, and is then shown calmly sucking a lollipop. He proceeds to fire four more rockets over the course of the scene.
First, the back-blast from the AT-4 would have deflected off the concrete and instantly lit him, his bodyguard, and a whole bunch of seats on fire. Rocket launchers need a minimum of 15 feet of clear space behind them.
Secondly, the AT-4 is a single-shot disposable weapon. It's packaged with one rocket, and designed to be fired once, then smashed. It's impossible to reload the tube. Aaron never could have fired more than once.
Lastly, right before Aaron fires the rocket that destroys the announcer's booth, as he's aiming the AT-4 you can clearly see right through the back of the tube. It's unsealed, and totally empty. There's no way he could have fired it.
