Imports from Canada, for example, may be said to have not come from overseas. I don't know if that was the sense intended, but the quote is not necessarily a slip-up.
As Christian indicated, not only imports from Canada, but imports from Mexico and South America may not be classified as 'overseas' imports. Just a thought.
