When Harry and Ron are sitting on the train going to Hogwarts Ron says "Pathetic isn't he?" and he is holding up his rat, well you can clearly see that the rat is rubber.

Every pet rat, or garden rat as what Scabbers is, will squirm and wiggle and try to get free. Of course they're going to use a rubber rat.
