I swear I saw and heard the clip myself way back when. Oh, I see... reading http://www.snopes.com/quotes/quayle.htm It says that although he said it, the audience assumed he was making funny (jokes). So, perhaps at least once he did not mean to make this quote a newsbyte himself. Yet, he did not stand alone, remember now, he had a number of advisors telling him what to say when. Maybe reporters just did not share same sense of humor, we are all different. My vote?: he said it. A slip-up?: I abstain.
