After Sully and Mike are banished into the blizzard, they get into a fight. The snowman has offered snow cones to eat (lemon flavored) but they ignore him. During the argument, Mike throws a ball of lemon stuff at Sully. We then see Mike reaching for another ball from the tray the snowman is holding with three cones and three balls in it. Mike uses the rest of the balls but there are only ever three cones, not four like there should have been (unless Mike got a little hungry after he threw the first ball).
