Actually, according to Kate Winslet herself, they are tattoos. Because she has quite a few tattoos on her right (I believe it is right) arm and shoulder, they had to edit them off of her body in most of her scenes. Some shots were missed by the editing department. If you look close enough, you will see the tattoos appear, disappear, and then reappear in the same positions.

Hey "bluebrit" it was NOT uncommon for a proper lady to wear make-up. Women in those days were always going to the powder room (bathroom) to powder their nose (re-apply make-up). It was however uncommon for poor women to wear make-up, of course because they couldn't afford any.
