It's not the same jacket without the chains but a completely different jacket. When the Terminator takes the jacket from the punks early in the film it is fabric with a loop of chains on the left shoulder. But during Chapter 16 you can see that he has lost an eye and gained a leather jacket with no chains. At the beginning of the next scene, Chapter 17, he walks into the lobby of the police station with his new jacket on.
