In the scene where they are racing, Cha-Cha gives Craterface a "lock of hair". Then it shows Frenchie and her friend talking, and you hear Frenchie's voice, but her lips don't move.
Frenchie doesn't talk in this conversation. Jan and Marti both talk, and it's Marti who says 'a lock of hair, from her chest'

If this is right, then Frenchie's lips definitely don't move, but it might have been Jan that said it, and it just sounded a bit like Frenchie.
