When the guy (Martin Scorsese) who is going to kill his wife is in De Niro's taxi and tells him to turn the meter back on, soon after it shows a closeup of the meter going from -265 to -275. Immediately after this, he adjusts his rear view mirror and you can see the meter is back to -065.

Right after De Niro sees the wife's silhouette in the window, the meter is at -075 then later goes back to -065
