Yes, Randy really does know his movies, and apparently his vocabulary. If you simply find the definition of "obligatory" you will find it means "morally constraining." Which means they want to show her breasts, but they want to somehow do this morally. This is why she is wearing a bra. If the same scenario would happen later, where they is nudity in the movie, then he would have to remove the word "obligatory" from his quote.
Keep Watching. Randy makes the "t*t shot" comment, then we see the TV screen, Then it goes back to the room and THEN the guys cheer. The shot doesnt come until AFTER we see the screen.
