A little after the scientist got there, she told Roark that there would be a million dead OR HOMELESS people if they didn't evacuate. Even if they were evacuated, their homes would still be destroyed by the lava, so they would still be homeless.
You can't consider this a slip-up. The character could have made this mistake. You have to remember that characters in movies, books and TV can make mistakes they're not perfect.
