This mistake occurs in the episode where Heifer realizes that he has been adopted by his wolf family. Once you get to the part where Heifer's mom is showing Rocko old home movies of when Heifer and his siblings were babies, pay close attention to the scene where Heifer's father is giving him and his brother and sister a bath. Right after Heifer grabs his father's tongue, his father grabs Heifer out of the tub. Just after that scene you see the father wolf holding Heifer in his hand but instead of being bare like he was in the tub, Heifer now has on his suspendors. The scene after that (when his dad places him on the shower spout) he is once again naked! There was no way Heifer could have suddenly changed clothing in just a few seconds, and for sure he wasn't taking a bath with clothes on either.
