In the episode where Lisa and Homer bet on football, Lisa gives her speech at school, and if you look at Miss Hoover during the speech, she has one leg!

Can be found in Season 3, Disk 3 on DVD, Episode is called Lisa the Greek.
In terms of the slip up, it does look like she has one leg lol. HOWEVER, maybe she has her other leg bent back resting on her desk. But if she would be doing that then they should have rawn a crease in her skirt
