The list was for the East High directory. While Stifler had a little brother, there is no way that his brother was old enough to be a student at the high school, so he wouldn't be on the list.
First of all, the list of the East High directory is displayed on JIM'S computer screen. Secondly, STIFLER'S brother is too young to be in high school.
The email went out to EVERYONE in the directory, and Nadia's host-parents received the link in an email as well. So if Stifler's mom had an email address, she would be on the list as well. So it is incredibly stupid to think that Stifler's brother would be on the directory, but completely plausible for Stifler's mom.
