When Bond has been captured by Trevelyan in the control complex, Trevelyan takes Bond's watch and compares it with his own, before using it to deactivate the mines that Bond had placed. The times on the two watches are the same, but if you look at the time (in Havana, as they are in Cuba) on the main screen of the complex a few minutes later, it is completely different. Not enough time could possibly have passed, as otherwise the count-down for the firing of the GoldenEye would be different.
