In the scene where Vicki Vale (Kim Basinger) is having dinner with the Joker in the art place. she splashes his face with water and then he says "boo". Then Batman comes through the glass above. Easily seen is a cable attached to him as he falls to the floor. I definitely don't think they intended for this to happen.
Have you considered that it may have been a cable from his 'utility belt'? The cable they escaped on was pretty obvious too - OBVIOUSLY FROM HIS UTILITY BELT!
It can't be a cable from his belt because when he drops to the floor all of a sudden there is no cable attached to him. It didn't have time to retract even! Added to which in all the other scenes in which he is jumping down from something there is never a cable attached to him!!! It was a valid mistake.
this is obviously a cable from the rigging to keep him safe in the fall. a definate slip up since they shoulda used thinner wires. batman himself does in his "wonderful toys" as joker calls them.
