Watch at the beginning of the movie where saber-tooth first appears. Then when Storm and Cyclops come, watch when Cyclops shoots his optic blast. You see the scene where you see the back of both of their heads, look at Storm's hair, it's over her shoulders, right? Now, the next time you see Storm, it's in a pony-tail. Some hair, eh?
They had to tie her hair back between scenes and they probably just forgot to untie it or didn't think it would be noticed. Remember she was wearing a wig and they didn't want to ruin too many wigs that way.
Halle Berry was wearing a wig in the filming of X-Men. I dare say, most people watching, have only seen the film one or two times and wouldn't look so hard that they could see hair changes. This was probably assumed by the editors as well, so they didn't see it that important to shoot the whole scene over again.
