You really have to pay attention to what they say. In the scene where the FBI agents have a meeting with Kathy Morningside, Kathy says that she has been with the pageant for 21 years. Then, later on in the movie, when Gracie was putting Kathy in the cop car, Kathy says that she has been with the pageant for 25 years.
