On the part of the episode, "A Clue For Scooby Doo", Scooby is up on a platform because he doesn't want to go into the water. Shaggy yanks a rope, and Scooby falls into the water while the rope gets securely looped around Shaggy's ankle. Shaggy also falls into the water with no rope around his ankle.
