It does look like it's a cardboard cut out, but if you watch carefully then you can see him blink.

you're right! it does LOOK like a cardboard cut-out. but it's not! watch closely, you can see Inigo blink several times and shift his weight to his other leg.

Maybe Mandy couldn't be there the day they were shooting one of the angles. Remember they can move everything around every time you see the camera cut away.
