In the scene where Torrance and the other cheerleaders are trying to find a cheerleader to replace Carver, a girl comes to the try outs wearing a blue halter top, the next time you see this girl in the scene, she is wearing a blue bikini top. Now how could they mess that up?
The Changing shirt is because they shorten that scene. If you have the DVD of Bring It On you can see it in it's extended version.

Well, there was another one with this same slip-up and this guy put in comments that in the DVD version there are extended scenes and some shots were edited out like when she took off her halter and there was a bathing suit. Hope that clears everything up!

If you look in the extended version section of the DVD, you will see that she started in the flowery shirt then stripped it off to the bikini top...they just edited the middle part out.

That's because they cut out the scene where she took her shirt off, if you watch the "extra scenes" portion of the DVD, you'd see that..

If you watch the movie closely, you will see that she really doesn't start with a blue halter top. She starts with a floral print top. And if you watch the dvd, at the end, they show her taking it off as a deleted scene.

I also noticed that at the beginning, but then, when I saw the extended version, I saw that she had actually ripped off the halter, leaving her with the bikini. You can also see the bikini top underneath her halter top when they show her back.

In the DVD version, in the deleted scenes they show the stripper scene being longer ans it shows her taking her halter top off and then she gets on the table.
