In one shot, there is no ceiling in the restroom. The camera is located inside of the motel room, and the bathroom door is open, but instead of a ceiling in the bathroom there's just darkness. Apparently, they were still building the set when they filmed this scene. At least, that's the story I've heard.
My English teacher happens to be obsessed with Psycho, and he said that the set can be taken about to get shots from all the different angles. The set crew just had probably just taken a shot from above and forgot to put the ceiling back up. They probably didn't even realize this until the movie was already out in theators. By then, they couldn't do a thing about it. Also, there would be no point in fixing one shot after the movie was out.
