No one ever said it was instant death to humans, only "instant death". Who knows? If it came from the government it could have simply meant instant death to a mouse. Since when do government agencies ever tell the 'whole' truth?

Attempted Suicide is illegal, suicide is not. Well, at least that's what it is here in Santa Clara County CA. I'm pretty sure attempted suicide is the national norm, since doing it right leaves nobody to prosecute.

I think that is really stupid... and there are a whole bunch of laws like that. In this one state, it's illegal to bring a lion into a theater, and in another, it's illegal to keep a camel in a bathtub. I don't get these stupid laws! heehee

It is a slip up because, according to the verbage, you cannot be arrested until you actually touch those wires. And to touch those wires is instant death.
