In the scene where Truman almost drowns, he gets soaking wet, and then the boat flips right side up, in the next scene, his clothes are COMPLETELY dry, and his hair has been combed and restyled again, (and is also dry), I do not think in that short of time, his clothes would have dried to the point of looking like they came out of a dryer,

Anything can happen in Truman land. Besides, it's hard to say whether his clothes are wet or not, because he's wearing dark clothing. Hair dries fast though in the sun, so it could be that his hair has tried. That's to big to be a slipup. Sorry.
It may be harder to tell if dark clothes are wet, or not, but when they are SOAKING wet, with water dripping, then go to perfectly dry, and with a fresh out of the dryer look, there is an obvious difference, and hair may dry fast, but dry and restyled by itself?
His hair isn't styled. The wind tossled around his hair and it got blown into that style. That happens to me when I'm in the car with the window open. It's very possible. And because his clothes are dark, you can't tell if they are wet or dry. I'm guessing the wind dryed them to a point where they looked dry, but probably are damp.
