When they are having try-outs, Courtney tells Missy that tattoos are strictly forbidden. But, at the first practice, and when they have a car wash, you can clearly see a huge tattoo on Jan's back.
My guess is that they said that about the tattoos to be "polite" instead of "We don't like you to be part of the team".

Tattoos are illegal if they are visible. The tattoo on his back wouldn't be visible when wearing the uniform. Missy's was on her arm and would be visible.

I think that Courtney was just trying to say that she didn't want Missy on the team because they already chose Jaime. It was just a way to let her down easy without saying, "No, we hate what you do, you can't be on the squad"

I know that the girl only said it to be nice when rejecting Missy but in the dream cheer in the very beginning one of the male cheerleaders has a visible tattoo similar to the one Missy has on his left arm...

Have you ever been in high school sports? Tattoos are only forbidden if they cannot be covered with clothing...the one on his back can be covered, so it's not problem.

I believe that Whitney and Courtney are only saying this because they don't like Missy. But I also know that during an actual cheerleading competition, Jan's tattoo would not be seen. However, because of where Missy's was, if it were real, that would be seen and would also cause the team to take a deduction because they are not allowed to be visible at competitions.
