Have you ever been in high school sports? Tattoos are only forbidden if they cannot be covered with clothing...the one on his back can be covered, so it's not problem.
Whitney and Courtney are your so called snobs. They act like they rule the school and the squad even though they are not the captin's of the squad. They only want the most popular girls to be on the squad even though some of them may not be in high school yet.
I believe that Whitney and Courtney are only saying this because they don't like Missy. But I also know that during an actual cheerleading competition, Jan's tattoo would not be seen. However, because of where Missy's was, if it were real, that would be seen and would also cause the team to take a deduction because they are not allowed to be visible at competitions.
