Hannibal - On or Off?

When Agent Sterling goes to visit the man (Can't think of his name) who worked in the hospital where Hannibal was kept, the fan in the window is on. Then after they talk for a little while, the fan is off and the man gets up and turns it on, which was already seemed to be turned on in the first place...
