During the cheerleader dance scene, you can clearly hear the crowd clapping along to the beat of the music. But if you look at the crowd, they're always out of sync with the soundtrack, and sometimes they're not clapping at all.
That's because when they actually made the movie, there wasn't any music playing when they taped the scene you're referring to. The music is actually added later when the movie has been made. A good way to show this is, watch the 'movie bloopers' at the end of the movie '10 things I hate about you'. You can actually see the actors talking and people fake dancing in the background to no music. Most movies are made this way today.
