Almost all of the vehicles have inspection stickers in their windows indicating Pittsburgh, PA...which is where the movie was filmed. However, none of the movie itself takes place there.
Washington, DC (FBI headquarters) and Pennsylvania are pretty close. Maybe a lot of people in DC are from PA. i know that when i travel to northern Illinois i see a lot of Wisconsin license plates.
