It starts when Buffy realizes the 'shooter' is in the clock tower. Remember the time. She runs - she jumps - she almost flies - and gets up to the roof. The time is now forty minutes earlier.

I noticed this as well, and apparently the "real" reason was that as it's set in a real school yard with a real clock, they couldn't get permission to alter the time. Cool slip though
