Varsity Blues - High School Football Rules
When Mox gets his first chance at QB they are behind and the clock is running down. They score a quick first down and then quickly line up and Mox hits the other team's mascot with an incomplete pass to stop the clock.
It's a very funny scene, but the pass is not necessary. There are some key differences between HS and pro football. Among them are: You don't have to be downed by contact (if your knee touches you are down); When coming down with the ball you need only your first foot to land inbounds, not both; and (the one that counts in this case) a first down stops the clock.
After the first down the clock should not have been running and there would be no need to waste a down. - It IS funny though.

Actually, you're not entirely correct. After a first down, the clock stops, but only until they move the sticks. So, once they are set, the clock starts again.
