This is a joke, and there are lots like this on the Simpsons, where objects appear out of nowhere. Forexample, take the 'Round Springfield' episode, where Homer tells them not to feed the bears and then pulls his arm up to reveal a bear attatched to it. When did this happen? Why did no one notice it before? There are no answers to this question, and that it what makes it FUNNY.

That is not a "slip-up", they did that for humor, and as the last comment says, it happens often.

True. I should have guessed it is the nature of the show. Vote 0/10 now. I might even cancel this slipup.

My guess is that Barney invented a machine that could freeze time. After he drank the beer he proceeded to stop time, placed a fake Barney on the stool so that he would appear to be there while he was getting in trouble with the police. He then escaped from the clutches of the police to again freeze time. He removed the fake Barney and then sat down to finish his beer, only to forget all that he had done. Does that clear it up for you. Any questions?

This happens many times. When Bart and Lisa go to military school and Bart is training Lisa to go on the exterminator you can plainly see she has no rope attached. When she falls, though, she is caught by a rope. strange.
