When Bond and his female assitant Taki are checking out the 'Ning Po' freighter at the Docks, 007 runs across some tanks covered in condensation, he comes to the conclusion it's liquid oxygen. Just then a fork lift comes straight at Him and Taki. They get out of the way and then are surrounded by bad guys. This is where the mess up is.

Right before he runs up the stairs, he is confronted by two men. Then in the very next shot, the two same men are way behind bond, and two new men are in front of him. The sacks of freight once next to Bond have changed into boxes.
